Marketplace Exercise:

 

The group is divided up into three groups based on affiliations: (1) NGO staff, (2) Donor staff, and (3) Multinational Organization Staff (UN).

 

Each group picks a facilitator, a rapporteur and two emissaries.  The role of the facilitator is to keep the group on task during the first part of the discussion.  The role of the rapporteur is to record the group proceedings and report them at the end of the exercise.  The role of emissaries is to report the group needs to another group, and report back to their group what that other group could contribute to fulfill its needs.  The emissary is empowered to negotiate on behalf of their group, but only according to the terms that their group specifies.

 

The group will have 15 minutes to answer the following questions as specifically as possible:

 

1)      What can you contribute to the implementation of the SMART methodology?

 

2)      What will you need in order to make this contribution – and from whom?

 

Answers to both questions should be stated in terms of specific resources, such as:

-         Finances                                                           -Infrastructure

-         Technical Expertise & Resources                      -Training

-         Partnership and Collaboration                           -Personnel

-         Experience and Know-how                              -Commitment (short/ long-term)

 

The answers to question (1) will be written on flip chart paper and posted in the group’s area.  The answers to question (2) will be given to the emissaries based on the group they will visit.  Each emissary will be empowered by the group to convey the group’s needs in order of priority, and negotiate with the other group with the goal of fulfilling their original group’s needs.  The group will instruct the emissaries how they wish them to negotiate with the other groups, based on what would be acceptable or unacceptable to them.

 

The emissaries will then have 30 minutes to negotiate their group’s desired outcomes with the other groups.  Each group will send out 2 emissaries and receive 2 emissaries.  Emissaries may only negotiate what they have been empowered to negotiate.  They may return to their groups to seek clarification during negotiations.

 

No definite binding promises will be made.  However, those contributing resources should have a clear idea of what others need and have to offer.

 

During the last 15 minutes of the exercise, each rapporteur will report to the plenary regarding what their group originally offered to contribute, and what, as a result of this exercise, they may now be contributing to each other group.

 

At the end of the exercise, everyone will know what needs to be contributed by whom and to whom to accomplish this effort.
